Restrictions on transactions for customers who have not updated biometric information or whose identification documents have expired

Dear Valued Customers,

In compliance with the Law on Identification 2023, Circular 17/2024/TT-NHNN, and Circular 18/2024/TT-NHNN, effective from July 1, 2025, Saigon Commercial Bank (SCB) will implement the following:

SCB will temporarily suspend/restrict transactions for customers (*) who use cards (including both primary and supplementary cards) or payment accounts without updated biometric information or with expired identification documents.

Details are as follows:

1. For customers (*) who have not updated biometric information:

  • Online payment transactions via card (for all customers) and via payment accounts (for individual customers) will be TEMPORARILY SUSPENDED.
  • Cash withdrawals at ATMs using physical cards will remain available.
  • Card payments at card-accepting devices (POS terminals, etc.) will still be permitted.

2. For customers (*) whose identification documents have expired:

Applicable to:

  • Customers who have not provided valid replacement documents for expired identification documents (ID card/passport/visa).
  • Foreign customers who have not submitted valid documents proving their legal residency in Vietnam.

Transactions via card and payment accounts on all banking channels will be TEMPORARILY SUSPENDED (for corporate customers, SCB will temporarily suspend transactions on Internet Banking on the business day immediately preceding the expiration date of the identification documents).

(*) Applicable to corporate customers, the term “Related Persons” refers to:

Legal Representative (Legal Representative/Authorized Representative), Chief Accountant/Accounting Manager, Joint Account Holders, and Authorized Persons (of the Legal Representative, Chief Accountant/Accounting Manager, Joint Account Holders).

To avoid service interruptions, SCB recommends that customers:

  • Update biometric information via the SCB Mobile Banking app (for Vietnamese customers who use the app). After successful update, customers can reactivate the online payment function within the app (if it was previously disabled).
  • Update valid identification documents at any SCB branch/transaction office nationwide.
  • Contact SCB’s 24/7 Hotline 1900 6538 or visit the nearest branch for support with other inquiries.
